About Rooyan Soft
Designing municipal software since 2014 — working alongside municipalities and city-service organizations across Iran.
Rooyan was founded in 2014 around a simple idea: municipalities and city-service organizations needed integrated, location-based software instead of scattered, paper-based processes.
That idea became a working team of software specialists when Behin Pardazesh Rooyan Co. was officially registered in 2018. From that point on, designing and delivering municipal management systems — for green space, waste, trade licensing and cemetery organizations — became Rooyan's core focus.
As its scope grew, Rooyan added IT audit services to its portfolio in 2025 — from evaluating and auditing IT controls to risk management and compliance with IT governance standards.
Today, Rooyan works alongside municipalities and city-service organizations through three specialist groups and a growing line of municipal systems, supporting more data-driven, transparent city management.

Rooyan's systems are designed around four core principles:
- Every operation is logged with a real location and shown on the city map — GIS-based field monitoring in place of paper reports.
- Calculations and invoices follow the official price list of the Plan and Budget Organization, not scattered manual estimates.
- A field-monitoring mobile app alongside the web management panel keeps supervisors' and contractors' daily work simple and documented.
- From software engineering to enterprise architecture and IT audit, we stay with your organization across the full project lifecycle.
